How to become a UGC creator in Dubai: pay, permit and first jobs

  • Eat free at the venue
  • Paid per verified post
  • Paid on the 5th

UGC is a video filmed by a real person, and it looks that way. You do not need a big following to make it. This page covers what a UGC creator does, what brands pay per video, the permit question, and where to find your first jobs. Every number is linked to its source.

What a UGC creator is

Hootsuite defines it like this: a UGC creator makes sponsored content that looks authentic but is made to show a specific business or product. The difference from an influencer is where the video goes. A UGC creator hands the video to the brand, with no duty to post it on their own account. An influencer is usually paid for the video and for their audience.

That is why followers matter less and brands judge the video itself. In Hootsuite's words, you do not need a certain number of followers to become a UGC creator.

UGC creator or influencer: which one are you?

  • UGC creator. You film, the brand posts. You are paid for the video. Using it in paid ads is usually priced on top.
  • Influencer. You film and post on your own account. You are paid for the video and for the people who see it.
  • Ambassador. You post on your own account for the same venue every week, and the venue also gets the file. This is how Viral ambassadors work.

You can do all three. Know which one a brand is asking for before you name a price, because it changes the price and the rules.

What UGC creators get paid

We found no official UAE rate card. The clearest numbers come from online job listings outside the UAE, priced in US dollars. Across 649 UGC briefs on the Pitchlo job board between December 2025 and October 2026, the middle offer was $100 per video, about AED 367. Half of the offers were between $50 and $200, about AED 184 to 735, and the top 10 in 100 offered $326 or more. These are the budgets brands advertised, which can differ from what was finally paid.

Influee, a UGC marketplace, wrote in April 2025 that the middle rate is higher, at around $175 a video, without saying how it counted. And one Dubai UGC creator's own price list asks AED 600 for one video, plus 30% if the brand runs it as a paid ad for up to 90 days. That figure is for one creator only.

If you landed four videos a month at the $100 middle offer, that would be about AED 1,469 before fees. Pitchlo notes that most new creators land fewer briefs than they pitch.

Do UGC creators in Dubai need the Advertiser Permit?

If you post ads on your own account, yes. The National Media Authority's Advertiser Permit guide says the permit applies to everyone in the UAE who produces advertising content on social media, paid or not. That includes gifted posts and posts for a free meal. It also tells brands to contract only with permit holders.

If you only hand the video to the brand and the brand posts it, no official page answers the question clearly. The guide speaks of anyone who "produces" advertising content, while the permit service page speaks of publishing through your own social media accounts. In answers the Media Council posted on X (reported by Khaleej Times, 2 August 2025), it said that if a business owner hires someone else to advertise for them, "that person must have the permit". We advise getting the permit if your face or voice promotes the brand. If you are unsure, ask the National Media Authority (info@nma.gov.ae, 800 971) before you take the job.

The permit needs a valid commercial licence for electronic media activity. The guide lists the licence types each emirate accepts, and a licence from any UAE free zone also works, as long as it is issued as a sole establishment. The permit itself is free for the first three years and AED 1,000 a year after that. Our Advertiser Permit guide walks through the application step by step.

One more check if you are employed: talk to the Ministry of Human Resources before you take paid side work. The UAE government portal says it is illegal to work in the UAE without a valid work permit. It lists a freelance work permit for people who work for themselves without an employer sponsor, and a part-time permit for working for more than one employer with the Ministry's approval.

If you film food, note that the guide says some ads need prior approval, and it lists food among them. It does not say how that works for a restaurant video, so ask the Authority if a brand asks you to make claims about its food.

How to become a UGC creator in Dubai, step by step

  1. Pick one lane. Food, cafes, beauty, gadgets. In our experience, brands pick the creator who already films what they sell.
  2. Make three to five sample videos. Film places you already go to and products you already use. Brands judge the video more than the follower count.
  3. Sort the licence and permit before you post any ad on your own account, paid, gifted or for a free meal.
  4. Set your terms in writing: how many videos, the price, whether the brand can run them as ads and for how long, and when you are paid.
  5. Go where brands look for creators (next part), and pitch venues you already like with one sample made for them.

Where to find UGC creator jobs in Dubai

  • TikTok One. TikTok's own marketplace where brands find creators, where it has launched in your country. TikTok's help page says you must be 18 or older, and that projects need at least 1,000 followers plus other requirements that vary by project. In the app: profile, then TikTok Studio, then Creator Marketplace.
  • Job boards and freelance sites. Brands post UGC briefs online, on boards like Pitchlo and Upwork and on Facebook. Many are not in the UAE.
  • Agencies and ambassador programmes. They bring the brands and the briefs to you. Ask how you are paid, when, and what counts as done.
  • Venues directly. In our view, a restaurant you already visit is the easiest first client. Show them a sample made at their place.

How Viral works with creators

Viral sends licensed ambassadors to restaurants, cafes and lounges in Dubai every week. You eat free at the venue, film a script we write, post it on your TikTok and Instagram, and send us the link in the app. You are paid per verified post on the 5th of every month, and 8 weekly posts in a row pay 10% extra that month. We walk you through the Advertiser Permit. See the full ambassador deal, or read who really gets paid from content.

Questions creators ask

How much do UGC creators earn in Dubai?

We found no official UAE figure. In online job listings priced in US dollars, the middle offer for one UGC video was $100 (about AED 367) across 649 job listings from December 2025 to October 2026, with half between $50 and $200. One Dubai creator lists AED 600 for a single video. Use in paid ads is usually priced on top.

Do I need followers to become a UGC creator?

No. Brands pay a UGC creator for the video itself, so the size of your audience matters less. TikTok One projects do ask for at least 1,000 followers.

Do I need a permit to make UGC in the UAE?

Yes if you post ads on your own account. If you only deliver videos that the brand posts, no official page says it clearly, so ask the National Media Authority at info@nma.gov.ae. See our Advertiser Permit guide.

Where can I find UGC jobs in Dubai?
