A creator eats at your restaurant for free and posts about it. In the UAE, that post needs an Advertiser Permit, whether the creator was paid or not. Here is who needs one, what it costs, the fines in the official table, and how a venue checks a creator in one minute. The sources are linked in each part and listed at the end.
Who needs an Advertiser Permit
The National Media Authority says the permit is required for individuals who advertise on social media, whether they receive money for it or not. In practice that is anyone in the UAE who promotes someone else's business on their account: a creator, an influencer, a UGC creator.
Posting about your own business on your own account does not need one. The owner filming their own venue is fine. A creator filming it for you needs the permit.
A free meal counts. Law firms read the rule as covering posts made in exchange for free products or services (Pinsent Masons, January 2026).
Since when
The deadline to hold a permit was 31 January 2026, after the National Media Authority extended it from an earlier date. Pinsent Masons and Gulf News both report the date.
What it costs and how long it takes
For UAE citizens and residents, the permit fee is zero for the first three years and AED 1,000 after that. The government service page lists 3 working days and asks for a Digital ID, a passport, a personal photo and a commercial licence. Applicants also complete a training programme run by the Authority. The permit is valid for one year and is renewed each year.
Visiting creators need a different permit, the Visitor Advertiser Permit, applied for through a licensed UAE advertising or talent agency: AED 500, valid for 3 months and extendable once, to 6 months in total.
The fines for posting without a permit
The official penalty table is Cabinet Resolution No. 42 of 2025. Its line for advertising on social media without a permit, paid or unpaid, reads:
- First time: a written warning.
- Second time: AED 20,000.
- Third time: AED 50,000, and the fine is doubled if it happens again.
Newspapers often print Dh10,000 and Dh40,000. Those figures are in the same table, but on a different line: practising media activity without any licence. A permit that has run out has its own line too, AED 10,000 the first time. The Authority can also suspend or cancel a permit.
The table puts these fines on the person who posts the ad. It has no line that names the venue. That is not the same as no risk, which is the next part.
What a venue has to do
The Authority's Advertiser Guide lists the duties of a business that works with a creator: contract only with a permit holder listed in the Council's public database, and sign a written agreement with the creator, with a copy for the Authority on request.
Gulf News and Pinsent Masons both warn businesses of penalties for working with unlicensed creators, without giving a figure. Treat checking the permit as your job, before the visit.
How to check a creator in one minute
- Open their Instagram or TikTok profile and look for the permit number. Permit holders must show it clearly on their social media accounts.
- No number in sight? Message them and ask for it, which account it is registered to, and until when it is valid.
- Put the deal in writing: what you give, what you expect back, and their permit number.
- Still unsure? The Authority's guide gives its contact: info@nma.gov.ae.
Paid posts also have to be recognisable as ads. The Executive Regulation (Cabinet Resolution No. 68 of 2024, Article 33) asks the advertiser to say clearly when there is a commercial relationship with the brand, which is why you see #ad on creator posts.
How Viral handles it
Every Viral ambassador holds a UAE Advertiser Permit, and it is checked before they post. The deal runs through Viral, and every post carries #ad. So you get UGC from licensed creators every week without chasing permit numbers yourself.
Questions owners ask
Does a creator need a permit for a free meal?
The rule covers advertising with or without payment, and law firms read that as including posts made for free products or services. If the post promotes your venue, plan on the creator needing the permit.
Can the venue be fined?
The official penalty table has no line that names the venue for inviting a creator without a permit. But the Authority's guide tells businesses to work only with permit holders and to sign a written agreement, and newspapers and law firms warn businesses of penalties. Check the permit before the visit.
How much is the fine for a creator without a permit?
For advertising on social media without a permit: a written warning the first time, AED 20,000 the second time and AED 50,000 the third, doubled if it happens again (Cabinet Resolution No. 42 of 2025).
How much does the Advertiser Permit cost?
Nothing for the first three years for UAE citizens and residents, then AED 1,000 a year. Visiting creators pay AED 500 for a 3-month permit through a licensed agency.
